That distinction is largely due to the effect of outside groups that, thanks to the Supreme Court's Citizens United decision back in 2010, can spend millions on campaigns with little disclosure of the source of that money.

According to the Center for Responsive Politics,  McGinty and Toomey's respective campaigns have spent $31 million compared to the $87 million that has funneled into the race from outside groups.
