The Democratic governor unveiled his proposal at an Albany rally hosted by the lobbying group of Planned Parenthood in New York.  Cuomo said, "My daughters and all young women have rights today that my sisters didn't have, that my mother didn't have.  There is a new generation of rights for women, and that's why we can't go back."

His remarks came one day before President Trump is scheduled to reveal his pick to fill the Supreme Court seat vacated by the late Antonin Scalia.

Constitutional amendments require two separate legislative votes before voters decide.
