On Monday, Governor Cuomo said additional restrictions could happen in region's where hospitals are inundated.

That would include shutting down indoor dining in New York City and reducing it to 25% capacity outside of Manhattan.

The new policy takes effect within five days.

The New York State Restaurant Association says the impending limits will force many of its members to "shut their doors, and for some, it may be their final service."

This week, Cuomo also called for hospitals statewide to increase capacity by 25%.
