A preliminary report into the federal probe of a fatal limo crash four months ago in Upstate New York has not yet identified a probable cause, saying the investigation is continuing.

The National Transportation Safety Board released the report Monday into the October 6th crash in rural Schoharie that killed 20 people.

It says the agency is still gathering information on the condition of the vehicle and oversight by state agencies.
