TLI: Spotlight on Pennsylvania

Dr. Ralph Kerr of the Teaching and Learning Institute talks with Cecil about the budget concerns across the state of Pennsylvania.  Since passing legislation similar to New York's property tax cap in 2006, the state has already gone through the process of tightening budgets, cutting staff and programs and spending down the reserve funds.  Still, things are looking bad and some districts may have only a year or two before they fail.
