For weeks, stories in newspapers and websites across New York have run stories stacked full of comments by lawmakers frustrated at what they say is an increasingly narrow process by which decisions on the state's 2009-10 budget are being considered. The complaints fly in the face of laws passed several years ago meant to promote openess.
One of the unhappy lawmakers -- State Senator Tom Libous -- says he and his colleagues are not able to have a fair voice in getting the budget done. He also says three men -- Democrats Governor David Paterson, Senate Majority Leader Malcolm Smith and Assembly Speaker Sheldon Silver -- are acting as power brokers.
