Winds were clocked at 39 miles an hour in Hornell, New York, 34 in Waverly, 39 miles an hour in Penn Yann, and 28 miles an hour in Binghamton. There are High Wind Warnings in place until 5 p.m. As this front passes through, there is snow right behind it. It's already snowing in western New York and western Pennsylvania. There are about 25-thousand homes without power in upstate New York, and 1-thousand homes in Pennsylvania without power. By tonight, there will be a 30 to 40 degree temperature drop and up to 6 inches of snow in the snow belts, less elsewhere.
