New York lawmakers have quietly made changes to the property tax relief program-- and they say it means homeowners will pay higher school taxes-- even if their homes haven't gained any value. They say those that will feel it more are people who live in districts where the school taxes have gone up more then 2 percent, and seniors who have never had to pay any school taxes, but do now. They say they've been taking calls because people are wondering why-- when the tax rate has remained flat-- their bill has gone up. It was all in the writing of the code, that gives more breathing room to schools.
