Auditor General Eugene Depasquale says the D.E.P. tried hard, but when Pennsylvania's gas industry boomed, there wern't enough inspectors to keep an eye on all the new wells. Hi audit took place from 2009-2012 and found no standard policy for when D.E.P. would inspect wells. It also found records were poorly kept, complaints not properly checked and the public not informed. The D.E.P. says it takes the report seriously and has already started making changes. Depasquale made 29 recommendations for change, and the D.E.P. has already implemented 22 of them.
