Teachers and employees at Pennsylvania's 14 state colleges are heading back to the negotiating table today. Pennsylvania higher education officials are heading back to the negotiating table with the union representing state university faculty.  It's their first discussions since December 11th. Bargaining has stalled over issues including pay for part-time instructors, health care benefits and compensation for online education. Teachers have been working without a contract for 18 months, and the union has called on its leadership to order a strike, which if approved, would be devastating to the state's 115-thousand students.
