New York is pretty close to par, and Pennsylvania has shown improvement when it comes to mental heath care systems. In a new report released Thursday, the Empire State was given a B in its effort to improve the lives of individuals effected by mental illness. The Commonwealth was given a C. Both states beat the national average of D.

The report conducted by The National Alliances on Mental Illness said 14 states improved their grades since the last report was released three years ago. The executive director of NAMI attributes America's overall failure to improve her mental health care system on state budget cuts and the economic crisis. Kentucky and South Dakota were both given F's.
