Home heating oil prices are up more then 30 percent this year in New York. Prices have spiked 34 percent since last year -- according to the latest figures from the New York State Energy Research and Development Authority. While experts say it's too early to predict prices for this winter, the prices now are on pace to put a dent in people's budgets. The state average for a gallon of home heating fuel this week was $3.83. At this time last year, it was $2.86. About a quarter of the homes in the state use oil to keep their homes warm. The U.S. Energy Administration is predicting the cost will go up more in October.
