There's less a month till New York's budget is due April 1st. And Governor Cuomo plans to have it done on time. Increasing the state minimum wage, locating 3 upstate casinos, and increased aid for schools are the top 3 issues facing the state legislature. Cuomo says he is seeking to land his third consecutive on-time budget, something that hasn't happened since 1984. He proposed a 136-billion dollar budget with no tax increases in January. Cuomo says he's working very hard with lawmakers to get it passed, and he believes they can do it on time. The next fiscal year starts four weeks from today.
