New York State Senator Tom Libous has introduced legislation to suspend the planned closures of the Greater Binghamton Health Center, the Elmira Psychiatric Center and the Broome Developmental Center. The Freeze Unsafe Closures Now Act will be taken up by the Senate in January.  Libous says there are 60 forensic inpatients, including 15 registered sex offenders who could be released if those centers shut down. Over the summer, New York State said it was consolidating 24 psychiatric hospitals into 15 regional centers over the next three years. The Greater Binghamton Health Center and the Elmira Psychiatric Center would close as early as next July.
