The agreement creates a state Financial Restructuring Board to advise local governments on how to cut expenses and streamline services. The deal includes an alternative binding arbitration process to resolve labor disputes. The leaders are continuing efforts Tuesday to conclude other major deals in the final days of the 2013 legislative session. They're trying to agree on authorizing up to four Las Vegas-style casinos upstate, tax-free zones to lure employers from out of state, and new laws to combat the latest round of corruption among lawmakers. Cuomo and legislators expect to remain in Albany through Friday, a day after the session was scheduled to end.
