Governor Paterson Wants A Spending Cap

Governor David Paterson is warning if the legislature will not introduce his bill to cap Albany's profligate spending, he will impose it himself. The Democrat is threatening to hold up spending bills if lawmakers will not consider his proposal to tie annual increases to a three-year average of the inflation rate.

Paterson fears if the spending cap is not enacted, New York could end up like California. He says California has billions of dollars in budgets deficits and no way to remedy it. The governor could withhold his support for the bills during negotiations, or veto them and risk an override by two-thirds of the Democrat-controlled legislature.
