New York Governor Andrew Cuomo says child identity theft is on the rise in the Empire State. He issued a warning Wednesday-- saying many kids won't know their identities have been stolen until they get older and start applying for loans or need a credit report. Thieves have been using children's social security numbers to open credit accounts. Kids are 51 times more likely then adults to be victims.
