Budget Goes Public Tuesday

The 130 billion dollar proposal calls for the first increase in school aid in 3 years but how the money will be divvied up is the source of much controversy.  The Governor's wants districts to compete for funding, much to the chagrin of the powerful teachers unions.
Cuomo is promising in his budget to close a two billion dollar deficit without raising taxes.  He's already imposed a millionaires tax and this is the first year school districts will be forced to abide by a new property tax cap law.  Funding will also increase for hospitals and the Governor has earmarked 50 million dollars to help areas recover from last fall's record floods.  The budget is due April First.
