The Psalmist prays for God to have mercy on Israel.

Psalm 79:8  Oh, do not remember former iniquities against us!  Let Your tender mercies come speedily to meet us, for we have been brought very low.  (NKJV)

God forgives and forgets our wrongs "as far as the east is from the west."  But first there must be confession and repentance!  Moving forward from past sinful behavior requires reconciliation between God and man.

Biblical "mercy" is a beautiful concept.  Bible teacher Tony Evans says, "Mercy is God's loving response when we ask Him not to let us bear the full weight of our burdens."  Mercy and confession require us to be "brought very low" in humility -- before God can lift us up!

Recently I've fallen to a low, into something I thought I'd be strong enough to stay away from. Without the Lord's mercy I don't know what I'd do. Because of Him I'm actually joyful because I know I'm forgiven and He got my attention, I learned my lesson. How great is our God!
