The Psalmist David seeks God's help to control his tongue.

Psalm 141:3  Set a guard over mouth, Lord; keep watch over the door of my lips.  (NIV)

Old sayings get passed on because they have a way of condensing truth into a few words.  How about:  "If you don't have anything good to say, don't say anything at all."  Besides hearing your mother's voice in your mind . . . the questions is:  will the words that come out of your mouth today -- encourage?  Will they inspire?  If not . . . remain silent!

This verse is a prayer for the Lord to set a guard over what comes out of your mouth.  If we can "do all things through Christ who strengthens", let's avail ourselves of that same power to control our tongues. Warning:  the Spirit of God's voice is "still" and "small" -- you'll have to listen carefully!
