Tom Corbett To Give The PA Budget Address Today

Pennsylvania Governor Tom Corbett gives his State of the State address today. Corbett will deliver his 2013-2014 budget address to a joint session of the General Assembly at 11:30 this morning. Details have been closely guarded, but here is what we do know:
On education: the administration has signaled school districts will see an increase in state aid, especially for school safety, but higher ed funding will stay the same.
On health care: more cash for rural health centers and another eight million to enroll children in the state's insurance program, but there's no mention on the extra medicaid costs that are in the Federal Affordable Care Act.
On fixing roads and bridges: the cash may com from a gas tax, and more fees on driver's licenses.
