The Rules Are Changing For Teenage Drivers In Pennsylvania

Pennsylvania Governor Corbett signed Lacey's law at a morning ceremony at Harrisburg High School. The law is designed to tighten the reins on teen drivers. It limits the number of passengers teens can have in their cars, mandates seatbelt use, and increases the number of practice hours required to get a license, including ten hours of nighttime and bad weather driving.  The law is named after 18-year-old Lacey Gallagher who perished in a Turnpike accident on her prom night in 2007.
