Syracuse may fine homeowners with snow-covered sidewalks

A proposal by a Syracuse Common Councilor to fine residents who do not shovel sidewalks outside of their home has sparked debate. Councilor Bob Dougherty proposed fining homeowners $100 if they do not shovel the sidewalk outside of their residence.   The Syracuse Common Council discussed the proposal during its work session on Wednesday.  Lawmakers in favor of the ordinance say unshoveled sidewalks are a safety concern because they create slippery conditions, forcing pedestrians to walk in the street.  Under the proposed ordinance, sidewalks would have to be cleared by 6 p.m. the day after a snowstorm.  The Common Council is expected to vote on the ordinance on Monday.
