Schumer says a Center for Health, Environment and Justice study shows 75-percent of vinyl back to school items have a high level of phthalates which are banned in toys. These chemicals are commonly found in back packs and school lunch boxes. Schumer is urging the Senate to pass the Safe Chemicals Act which would give the Environmental Protection Agency the authority to restrict such chemicals that can't be proven safe.
