A ban on Americans adopting Russian children will not be taking effect this year. It was supposed to take effect this month. It gives families that were close to bringing their adopted child home another twelve months to make it happen. Russia has decided to put a hold on the new law until 2014. The ban was instituted by Russia a couple of weeks ago, in retailiation for a human rights law the United States passed.
