Leslie Danks Burke, who's running for New York's 58th senate district, which covers the Finger Lakes and Southern Tier, says she's a fan of the graduated approach.

Meanwhile, Steuben County Manager Jack Wheeler says it was frustrating to hear the governor blame local governments for the coronavirus clusters, but believes that it applies to areas downstate.

The initiative divides hot spots by "zones" including yellow, orange, and red depending on the number of people infected per area.

"Red" will mean the closure of all non-essential businesses and schools.
