A new program in New York state will allow homeowners to make their homes more energy efficient and pay off their utility bills at the same time. The "On-Bill" recovery program will allow all single family homeowners to make energy improvements and repay the cost as part of their monthly utility bill. In other worse, you could have certain things done off of a list-- insulation, air sealing, a new furnance or oiler, water heater, lighting fixtures or appliances--- and pay it back slowly by adding a little to your gas or electric bill. The state managed loan is worth up to 13-thousand thousand dollars-- and can be spread over 10 years on your utility bill. One million homes and businesses are expected to use the program, and 60-thousand jobs will be created with it over 5 years.
