Education officials in Harrisburg have green-lighted the creation of a new college for students in nine rural counties of northwestern and north-central Pennsylvania.

The low-cost instruction will serve the educational needs of students that don't have access to a community college in Cameron, Crawford, Elk, Erie, Forest, McKean, Potter, Venango, and Warren counties.

Officials aim to keep costs down by using video conferencing technology linking faculty to students at locations, such as libraries or community education centers.

Classes begin in the fall.
