Mass violence motivated based on religion, race, color, gender, or gender identity would be punishable by up to life in prison without parole under Governor Cuomo's first-in-the-nation proposal.

Steve MacMartin, is a criminologist at Medaille College in Buffalo. He says this effort is unnecessary due to preexisting hate crime laws.
