Pennsylvania says more then 758-thousand voters don't have a legal i.d. to vote. It leaves their ability to cast a ballot in November in doubt, unless they have another acceptable form of identification. The number is based on Penndot voter registration rolls. Before, they thought about 99-percent of state residents wouldn't have a problem voting, but based on this new data, they say it's actually more like 91-percent that can vote.
