Is FBI Profiling?

The American Civil Liberties Union says FBI memos show the bureau associates criminal acts with racial and ethnic groups, and uses census data to profile entire communities. The ACLU points to memos from FBI offices that discussed potential criminal activities in Muslim, black and asian communities. In response to the charge, the FBI issued a statement noting it uses mapping technology and other existing government data to locate and better understand communities that could be targets of threats.
