A dozen counties in New York are under flash flood watches or warnings through the afternoon today-- as powerful storms and a cold front roll through  in July.
In Steuben County, a flash flood warning expired at 4:45-- they were getting slammed with 4-5 inches of rain in just a few hours. Most of western New took in 2-3 inches of rain overnight. And rain pummeled eastern Pennsylvania last night-- rain, and wind. Flood watches extend from Chautauqua to Wyoming county today-- western new york to the fingerlakes.
