Clarification: PA is not under a 'state of emergency'

The commonwealth of Pennsylvania is not under a state of emergency.  Rather, Gov. Wolf declared and signed a signed a Proclamation of Disaster Emergency in anticipation of today's significant winter snowstorm.  Included in that: reduced speeds on interstates and highways to 45 mph.  Tandem trailers, empty trailers, towed trailers, buses, RVs and motorcycles are banned on the highways, during the storm.

The declaration does not prohibit vehicular travel on state roads, but motorists are strongly encouraged to delay all unneeded travel and obey local road closures that may be in place. A proclamation ensures emergency resources can be obtained as needed and increases protections for consumers from price-gouging.
