The declaration was made last night to help facilitate debris removal from Sunday's flash flooding.

Flood victim, Lucy Bowman says her home is a total loss. She's thankful her family is safe. Bowman says the rest can be replaced.

 

75 people in the village of Vestal were chased from their homes Sunday night due to high water and for many residents this is not the first time that's happened.  The Choconut Creek in Vestal has flooded three times in just 11 years.

Vestal Town Supervisor John Shaffer blames the state of New York for the persistent flooding because bureaucrats in Albany won't allow local officials to make changes that would mitigate flooding.

Many roads are still impassable in the Twin Tiers including a 13-mile stretch of the Southern Tier Expressway from Owego to Nichols. That busy stretch of highway is off-limits because of bridge damage from flooding.

Many roads are also closed in Bradford County, PA.
